This concerns both police (three constables) and magistrates. Even though it's the constables doing the initial naughties, it's the behaviour of the magistrates that's the more troubling. Seems they have an attitude that if you are there you can only be guilty - regardless of evidence.
This confirms my long-held view that it's always better to be up before a real beak. More chance of genuine justice.
It's even more disturbing that though the constables are under investigation (fair enough - though bear in mind that they sometimes have a rough job in the town centre and can both go ott, and make mistakes too), the magistrates are away scot-free.
It's the magistrates that should be under the microscope over this incident. It seems obvious that Wigan magistrates do NOT see their task as administering justice.
Read it all, and watch the embedded film.

Had this man been an 18year old unemployed youth this would still have been terrible. But for a soldier, having just returned from Iraq it's simply a tragedy. We all know these returning soldiers often have psychological problems, how much worse will this poor chaps be now?
This incident also indicate that justice is more likely to be had from a jury than a magistrate. It should also be remembered that Labour has removed the right to a jury trial for many offences over the last 10 years. Why? Simply because it's easier to fix a magistrate than it is to get at 12 honest British citizens.
